The Football Association (FA) has imposed a £10 million fine and a suspended two-window registration ban on Chelsea FC for multiple breaches of its regulations.
The sanctions relate to 74 breaches of FA Rule E1.2 concerning Football Agent Regulations, Regulations on Working with Intermediaries, and Third Party Investment in Players Regulations.
Chelsea’s current ownership self-reported the misconduct upon purchasing the club, prompting the FA’s investigation.
The club admitted to the 74 breaches before a hearing. An independent Regulatory Commission initially imposed a six-point deduction (suspended until June 30, 2027) and the £10 million fine.
Chelsea appealed the points deduction, and an independent Appeal Board allowed the appeal, replacing it with a two-window registration ban (also suspended until June 30, 2027).
The £10 million fine was not appealed and will be fully invested into grassroots football.
The FA stated that it is continuing to investigate individual misconduct arising from the case.
This is one of the most significant sanctions handed to a Premier League club in recent years, highlighting the FA’s determination to enforce compliance with agent and third-party ownership rules.
Chelsea have not issued an official statement on the matter as of the time of this report.
